I think it's primarily the media outlets - magazines, television and the movies - that are shaping societal values by using sex to attract attention.
Most advertisers are fairly conservative. I recently worked on a direct mail piece for a credit union that had an image of a woman in a one-piece bathing suit interacting with her small child on the beach. Because she was bending toward the child, there was some cleavage. We had to Photoshop it out. Most advertisers will also try to show diversity as well in terms of sex, race and age (no fat people though). In short, they're very conscious of public perception and generally not risk takers.
